About restarting a run

Hello, I recently ran a case which compset is QPC6. Firstly, I ran from 2012-01-01, stop_option=ndays, stop_n=20,resubmit=2. I have successfully ran. Then I want to ran from 2013-01-01. When I built, error occured. The following is the error. I don't know reason that lead to this error. Besides, I wonder whether this is a restarting and which setting should I change before second building. I'll appreciate it if someone kindly tell me more information about restarting a run. Thanks for help!!

The error message doesn't appear to be related to restarting. Can you describe all the steps you took, particularly those that might have caused changes in the software environment of your system.
