The best way to find the correct landuse data is to setup cases with the following compsets, instead of searching through inputdata directories.
For release-cesm2.1.3, try creating new cases with these compsets with --res f19_g17:

And then run ./case.setup and ./preview_namelists for each of these.
If there are available landuse timeseries data, they will be pointed to in CaseDocs/lnd_in (flanduse_timeseries = ).
They should also show up if you setup fully coupled compsets:
