C compset issues

I've set up a GOMIPECOIAF_JRA-1p4-2018 ocean only compset using cesm2.2.2, and I'm testing the COARE3.6 ocean surface flux parameterization which needs the downward shortwave flux at the surface. I can see from the datm.streams.txt files in the run directory and from the logs that the swdn variable gets read in, but it's full of zeroes within subroutine seq_flux_atmocn_mct (seq_flux_mct.F90). How can I get the JRA values in there?
