CAM3 in CCSM 3 restart error

I am trying to restart CCSM3 and CAM3 isn't happy about how I am
going about it. In the atmosphere log file, thousands of errors of the
sort:

significant conservations error water after vdiff count 2 nstep 18325921 chunk 73 col 2
significant conservations error water after vdiff count 1 nstep 18325921 chunk 91 col 1

appear. I'm not sure what to make of this because I *think* I have all
the necessary files for start up and the pointer files point to them.
Any ideas?

CSEG and Liaisons
This isn't a fatal error, just a warning. It's a little surprising to get so many of these messages on a restart. I have noticed though that the model will go through states periodically where alot of conservation errors are encountered. It's not clear that these messages have anything to do with the restart.
