If I forgot to add the extra outputs in the usr_nm_list for the first 5-yr submission, can I add those variables during the resubmission for the following years so that I do not have to re-run the first 5-yr?

In short no.
What you could do is to do a branch startup type after the first 5-years and then get any history output you need
for that segment, but not the first segment.
In long -- it's possible some components might work this way? But I know CAM, CLM, MOSART, and RTM all won't
do the right thing, even though they might not die with an error. So I don't think it will do something sensible. So I don't
even recommend trying.
