capability for interannually forced ocean and ocean-ice only cases

We now have the capability for users running CESM release versions to run interannually forced ocean-only (C compset) and ocean-ice (G compset) cases. Download this tarfile http://www.cgd.ucar.edu/oce/bates/iaf_capability/cesm1_0_3_iaf_mods.120104.tar, unpack it, and follow the directions in the README. This capability only applies to the CESM1.0.3 release version, which you can obtain here:
