Changing initial conditions for surface temperature

I'm trying to change the initial conditions for surface temperature (e.g. add 1 deg to TS variable uniformly globally). I've not been able to find either the right place in the code or the right input file to change. I'm using the E_2000 compset, res f19_g16.

One thing I have tried is changing the TBOT variable (lowest atmospheric layer temperature) in the CAM ncdata file. My particular ncdata file is called 'cami_0000-01-01_1.9x2.5_L26_c070408.nc'. I've uniformly increased TBOT by 1 deg everywhere, because this file doesn't have a TS variable in it for surface temperature, so I'm not sure where the model reads in initial surface temperature. However, after running some tests there is no change in any of the temperature output variables for CAM or CLM relative to a previous control run.
