Changing the frequency of saved restart files

I want to perform a 5-year run of CCSM3.5 with tarred restart files saved every year. I used the following settings in env_run. However, the model ran 5 years and only saved the final restart file, not all of them. What did I do wrong? Thanks, Michael

setenv STOP_N 60
setenv STOP_DATE -999
setenv REST_OPTION $STOP_OPTION
setenv REST_N 12
setenv REST_DATE $STOP_DATE
