cice decom not set for xx on xx

I am trying to run ccsm4 in res T31_gx3v7 for the setting of machine coates as in http://www.ccsm.ucar.edu/csm/models/ccsm4.0/timing/

but configure failed for:
cice decomp not set for gx3v7 on 32 x 1 procs

how could they make it, even for 100 PES?
