CISM fatal error at initial history output: “Operation not permitted” in glc_io.F90:212

Hi, My WACCM SSP245 experiment using compset:
SSP245_CAM60%WCTS_CLM50%BGC-CROP-CMIP6WACCMDECK_CICE%CMIP6_POP2%ECO%NDEP_MOSART_CISM2%NOEVOLVE_WW3

./case.submit fails immediately when the GLC (CISM) component tries to write its first history file.
The error is always:
FATAL ERROR : (glc_io.F90:212) Operation not permitted

What could cause CISM/glc_io to issue “Operation not permitted” when writing its first history or restart file, even though the directory and files are writable?
