CLM5.1dev071: Longwave down sent from the atmosphere model is negative or zero

Hi there,

I'm running regional simulation across California using GSWP3 forcing. It works fine if I use forcing data before 1990 but I always get this longwave is negative or zero error whenever I run with forcing data after 1990. I'm running FATES with only grass PFTs. I also attached the log files here. Let me know if you need more information.

I guess I would check these two files which are being read in before the error occurs:

/data/cesmdataroot/inputdata/atm/datm7/atm_forcing.datm7.GSWP3.0.5d.v1.c170516/TPHWL/clmforc.GSWP3.c2011.0.5x0.5.TPQWL.2014-12.nc
/data/cesmdataroot/inputdata/atm/datm7/atm_forcing.datm7.GSWP3.0.5d.v1.c170516/TPHWL/clmforc.GSWP3.c2011.0.5x0.5.TPQWL.2000-01.nc

and look at FLDS to see if there are any negative/zero values.
Maybe you have a bad download of that data?
