CLMBuildNamelist::read_configure_definition() : Cannot find configuration cache file: "config_cache.xml"

When I use the command
./bld/build-namelist -res list

to check the valid values for resolution for CLM 5 under the $CTSMROOT, the error message is
"
ERROR : CLM build-namelist::CLMBuildNamelist::read_configure_definition() : Cannot find configuration cache file: "config_cache.xml"
"
How could I get the config_cache.xml file ?
