My question is whether there is any paper/document that presents the comparison of CLM-BGC and CTSM-FATES performance at regional scale.

I don't know that any formal comparisons have been made. Probably best to go to the FATES github page (NGEET/fates) and look at the FAQs or post your question to the FATES mailing list (Sign in - Google Accounts)
