Download CESM2.1.3 errors

I successfully cloned CESM2.1.3 from GitHub (ESCOMP/CESM). However, when running `./manage_externals/checkout_externals`, the system requires SVN credentials for: https://svn-ccsm-models.cgd.ucar.edu/tools/proc_atm/chem_proc/. As a new user, I could not find the registration portal for SVN access.

You'll need to clone CESM2.1.5. There was updates to GitHub that broke the older download scripts.
