Error:SVN returned invalid XML message when i use the command "./manage_externals/checkout_externals"

Hi all,
I have run into an error when run ./manage_externals/checkout_externals

ERROR: SVN returned invalid XML message

I tired to open the linkhttps://svn-ccsm-models.cgd.ucar.edu/cosp/release_tags,but i can't get the access. I tried to fill my accoutn and password in Forums,but it does not work.
By the way,i saw the postERROR in ./manage_externals/checkout_externals. SO maybe just some version incorrect. Could you please suggest how to deal with this problem?
