External.cfg points to expired links for CESM2.2.0 and CESM2.2.1

I just found that External.cfg points to expired links for CESM2.2.0 and CESM2.2.1 so we cannot really install the model. May I ask if these two versions are abandoned?

Yes, you should use CESM2.2.2 if you want to stay in the CESM 2.2 series.

Ok thanks! May I ask how do I solve the issue when building the case: PIO need NETCDF:
buildlib.pio is failing with the below error :
Error : CIME models require NETCDF in PIO build
I tried to set the env of NETCDF_PATH but it did not work ...
