FIX Specific year's anthropogenic emissions

Hi, I am running CAM-Chem inside CESM 1.2.2, and I want to fix the anthropogenic emissions to specific year without seasonal variability, but running for multi years's meteorology. Such as the the emissions is from 2000, but I ran from 1999 to 2001. So how should I do that, set srf_emis_type = "fixed"?How about the annual emissions with seasonal variability? Thanks for your help!
