How does CLM deal with an absence of river transport directions?

Could someone tell me what happens if I leave the river runoff vector file alone, but add extra land to the model, and thus have areas of land not associated with any runoff direction? Does the excess water in those grid cells pool up, and cause global salinity issues? What does CLM do when it hits a grid cell without a river runoff direction?
