How to eliminate the interdecadal variation of dust?

Dust emissions appear to be driven by meteorological fields, which vary from year to year. How should I remove decadal variation in dust? I checked the relevant literature, "Emissions of dust aerosol are fixed to climatological monthly mean values, which therefore eliminates interannual variability of dust emissions in this simulation." I don't really understand how this is done.
Whether the sand emission mechanism is turned off can ensure that the dust emission is not driven by the meteorological field. However, how is the dust emission fixed? It also doesn't appear to be an external input data.
