latitude increment by 1 degree while the resolution is 0.05 degree

Dear all, I have a problem with understanding the order of simulation of grid cells which I would greatly appreciate your help.I am running the CESM 1.2 for an offline CLM simulation with compset of “ICRUCLM45BGCCROP” and new grid of 3x3 arc minute (0.05 deg) over the central USA (LAT: 30~50 and LON: -90W~-116W which 244 thru 270 in CLM convention). For some data assimilation coding I need to specify adjacent cells of each cell (in latitude and longitude direction). So I printed the grid cells and their latitude and longitude in the first processor (Proc0: simulating the grid cells in LAT: 30 ~ 50 and LON 244 ~ 246) which I figured out that the longitude increment is fine and equal to 0.05 degree but the latitude increments are 1 degree! I doubted maybe other processors simulating the cells in between, but when I printed the begg and endg of each processor, I saw that each processor simulates the cells placing in the following longitudes of processor 0(i.e., proc 1: LAT: 30 ~ 50 and LON 246 ~ 248; proc 2: LAT: 30 ~ 50 and LON 248 ~ 250; etc.). Do you have any idea why the latitude increment is 1 degree? I attached the file where I put the writing command (line 793) and also the cesm log.
