need input file on Stampede

When I try to build my case, I'm getting this error:

File is missing: /scratch/projects/xsede/CESM/inputdata/atm/cam/physprops/ocpho_rrtmg_c101112.nc

I've run this exact case several times without any problems, so not sure why the file cannot be found now. It is my understanding that when we need input files, it is best to request them here. The computer is Stampede.

To clarify, the file I'm looking for exists within the input data directory, but cannot be accessed because "Cannot send after transport endpoint shutdown." When I run a ls -l on that directory, the contents of every column for that file are "?". Strange.
