Outdated Ciphers on UCAR SVN Server, is it possible to update these?

Hello,

I am unable to access https://svn-ccsm-models.cgd.ucar.edu/tools/proc_atm/chem_proc/release_tags/chem_proc5_0_04 on my system because the SVN server has outdated ciphers, causing the certificate to be untrusted. Its using RSA with RC4 which is classified as insecure. Is there a way to update this server to a trusted certificate?
