PIO ERROR IN BUILDLIB.PIO (CESM1_2_1)

SIr,I have downloaded the above cesm_1_2_2_1 repository and when i started creating a new case, the following error pops up WARNING:    The perl module XML::LibXML is needed for XML parsing in the CESM script system.  Please contact your local systems administrators or IT staff and have them install it for you, or install the module locally.

Sir,  I have faced the same problem with cesm1.2.2, so only I started running cesm1.2.1, where i diidnt face this problem.
