Problems with check_input_data --download while porting to new laptop

I seem to be unable to download the necessary data to run a regression test after porting to my new laptop.  I'm seeing the following error if I try and run check_input_data --download from one of the directories built for the test:Loading input file list: 'Buildconf/datm.input_data_list'

Any help in addressing this issue would be much appreciated.
