Question about surface water and non-vegetated surfaces

Hello,

I am a bit confused with the statement in CLM5 Documentation about the non-vegetated surface.
I've found that in section 5.2, for the non-vegetated surfaces of leaf plus stem area index L+S < 0.05, they may be exposed to atm., snow-covered, and/or surface water covered.
Does this also mean that the surface that is covered with surface water is considered non-vegetated..?
Or is it possible for vegetation to grow within the grid cell covered with surface water?

Vegetation can be buried by snow:

2.2. Surface Characterization, Vertical Discretization, and Model Input Requirements — ctsm CTSM master documentation

but not by surface water. So vegetation will grow within the grid cell even if the soil is covered by surface water.
