question about the clear sky long-wave OLR

Dear all,

I would like to know how the clear sky long-wave OLR from the NCAR models simulations is defined. There are two ways, (1) OLR in cloud free regions (2) calculate the OLR for all regions with cloud cover setting to zero.
It is important to know which way was used in the model outputs to correctly interpret the model-observation differences.
Let me know where to get the documents.
