There are several problems here.1. We don't support a configuration where you run CAM and POP, but not CLM. To run CAM and POP, you need to use a compset that has all active components. These compsets start with "B".2. You are using the CESM 1.0 format for config_compsets. In CESM 1.0.6 and earlier, you can't run WACCM with CAM5. You can run WACCM with CAM4, using a B compset, like BWCN.3. In CESM 1.2.2 you can run WACCM with CAM5, using the compset B_1850_WACCM5_CN. But we don't provide a year 2000 version of this compset. It is also not "scientifically" supported. This was a configuration still under development, and we have not released a finished configuration.

If you just want to run a case like this, you can use BWCN without making your own. But if you are using it as a starting point to make further modifications, that will work.
