test_c_create_clone_keepexe FAILs starting at cime5.7.6 release

In tracking down some errors in trying to port cesm to our new FATES workstation, I found that the the test_c_create_clone_keepexe subtest of the J_TestCreateNewcase test case fails out starting at release cime5.7.6.  I noticed this when comparing runs from the standalone cime repo master (at cime5.8.2) and the cesm repo (using cime5.6.11).  I ran the test case iteratively for different releases of the cime standalone repo and found that the failure occurs for releases starting at 5.7.6.  Is this expected behavoir?  Attached is the output of the failure.
