cesm1_2_2 wants to download sst_HadOIBl_bc_0.47x0.63_1850_2012_c130411.ncbut it cannot find it at https://svn-ccsm-inputdata.cgd.ucar.edu/trunk/inputdata/atm/cam/sst

Which file should I use for an AMIP FV 0.5x0.5 run?

Now I need to get the model to find it on a local folder.Is there any possible way I could override this instruction in config_compset.xml?$DIN_LOC_ROOT/atm/cam/sst/sst_HadOIBl_bc_0.47x0.63_1850_2012_c130411.nc

I have my own case in models/atm/cam/bld/namelist_files/use_cases/ for my own compset that work for other namelist but there is no way i can get to override that without commenting it in config_compsets.xml

Yes, you can overide the location in the compset or you can use an xlmchange at compile time
