A question about surface radiation calculation

Hello,

I noticed that there is a Surface Radiation section in clm_driver.F90, it says:

Most of the surface radiation calculations are agnostic to the forest-model
but the calculations of the fractions of sunlit and shaded canopies
are specific, calculate them first.

I was wondering what does the first sentence mean. Does it mean that forests do not use the radiation passed from the atmosphere model, but calculate the radiation by itself at each timestep? If so, can you help me to find out the place where forests do the radiation calculation for itself? Thank you.

I think that comment refers to FATES, which is an experimental ecological model and not used in CLM normally.
