Access to files and folders on Glade?

I have been working with CESM with variable resolution and now want to nudge the meteorology. I have been following these instructions but have had repeated problems accessing all the files I need since some of them are stored on Glade which I do not have access to. To generate nudging data for a user defined variable resolution I need access to:
  • /glade/u/apps/opt/slurm_init/init.csh
  • /glade/collections/rda/data/ds313.3/orig_res/
Does anyone know if these files and directories can be found online (similar to this)? If not, is it possible for me, a researcher not working at NCAR, to get access to Glade?
