averaging period for files in obs_data_2.3

There is no standard observation period, it varies by dataset. You would have to look at the dataset documentation, it doesn't appear as if that information is encoded in the netcdf files. For example, the Willmott/Matsuura version 3.01 climatology of precipitation/temperature is 1950-1996.
