Build error related to pio_nc.c

Dear Supporting Staff,

I am new to CESM2 and I tried to build a case using case.build >& build.log. However, I have run into problems with
buildlib.pio FAILED. Attached please find my build.log and pio.bldlog. I am using the current version of CESM2 and my versions of netcdf are c: 4.9.3, f: 4.6.1. Please advice. Thank you.
