I am now encountering the same exact problem, 3 years later (perhaps another system upgrade?). I am using an official code release (cseg/releases/cesm1_2_2_1) so I am wondering if this affects more users on CISL?

I managed to solve the issue with the (great) help of CISL. The workaround consisted in editing the 'models/utils' subdirectory, by moving the old PIO install (to 'pio.old'), replacing it with the latest in the PIO1.8 series, pio1.8.14. Hope this helps
