cesm_setup stuck after adding user_datm.streams.txt.CLMCRUNCEP.TPQW

I have a I4804CLM45-compset CESM1.2.2 case with basically default settings that ran fine. However, when I create an identical case, only adding user_datm.streams.txt.CLMCRUNCEP.Precip, user_datm.streams.txt.CLMCRUNCEP.Solar and user_datm.streams.txt.CLMCRUNCEP.TPQW to the case folder, cesm_setup would be stuck infinitely with only the following output and had to be aborted. Can someone kindly explain what might be the cause and offer possible fix?

Not sure if appropriate but I also changed this entry in env_run.xml
