Confusion about how to customize forcing data

Hi everyone. I'm new to CESM and have some questions after reviewing the section on customizing forcing data in the CIME User Guide (7.2 Customizing data model input variable and stream files):
  1. Why is it necessary to modify the stream file when customizing forcing data? Why can't we directly use usr_nl_xxx to change the path and file name of the forcing data variable (e.g., flanduse_timeseries) in the namelist?
  2. If I need to customize forcing data, how exactly should I modify it?
  3. Are the methods for customizing forcing data the same for both data components and active components?
