New "Question" features in forum threads

New forum threads will default to the "Question" type, which provides a few additional features:

• Arrows are provided for up-voting (or down-voting) an answer
• The user who posted the initial question, or forum moderators, can mark a given answer as the solution; this solution will appear directly below the question
• Posts in the thread can be sorted by votes
• Threads with a selected solution will show up with a green check mark in the list of threads

When creating a new thread, you can choose to make it a "Discussion" thread rather than a "Question" thread (using the tabs at the top of the post) if these features aren't applicable to the thread.
