updates to the ocean diagnostics package

A new diagnostics package has been posted. You can access it here: https://svn-ccsm-release.cgd.ucar.edu/model_diagnostics/ocn/pop2/popdiag_rel_20121121/. This new package can be run on high resolution output (0.1 degree), an update from the previous version. If you are running on output from CESM1.1 or higher, you will need to use this latest version; otherwise, the diagnostics will fail to produce the heat and freshwater budget tables (see the CPL option in the popdiagts.csh script).
