what do DATM_CLMNCEP_YR* exactly mean?

Hello, all!
I recently want to use my own atm forcing data to force POP2. The first thing is spin-up and I plan to force the POP2 with NYF, which is made by myself. I want to cycling the NYF for about 30 years. To my understanding, it is enough to change the 'streams' in 'user_nl_datm' in order to use my own forcing. However, I found that DATM_CLMNCEP_YR* are probably related to forcing (not sure) and default to 2004. What do these parameters mean? Should I change them even though I have already aligned the year in the 'streams'?
