Why the global-mean annual TOA net energy is imbalance?

Describe your problem or question:

- I am running a simple test using F2000climo in CESM2.1.3. I have made no modifications and am only conducting a basic control experiment. To verify if the experiment has completed its spin-up proccess, I examined the global mean annual net energy at the top of the atmosphere (FSNT-FLNT) and observed it oscillating around 3.0 W/m² rather than around 0 W/m². What could be causing this?
