CESM1.1.z and CESM1.2.z - Issue using RESUBMIT option in env_run.xml when setting certain variables in user_nl_pop2

Affected Releases CESM1.1.z and CESM1.2.z(Bugzilla 1861) There are some variables in the pop2 namelist that are set by build-namelist based on environment variables. For example, init_ts_option is usually 'ccsm_startup', 'ccsm_branch', 'ccsm_hybrid', or 'ccsm_continue' depending on the values of RUNTYPE and CONTINUE_RUN in env_run.xml. Sometimes these variables are overwritten in user_nl_pop2 ('ccsm_spunup', 'mean', and 'internal' are also valid options); this will lead to a conflict when jobs are auto-resubmitted because init_ts_option needs to be 'ccsm_continue' in that case. One work around is to launch the initial job with RESUBMIT=0, then manually change CONTINUE_RUN and RESUBMIT (and remove the offending line from user_nl_pop2) to take advantage of the RESUMBIT functionality.
