Does setting the met_rlx_time to 0 in the namelist of CAM5 offline mode mean turning off meteorological data nudging?

I am quite confusing when reading this in namelist definitions:

Relaxation time (hours) applied to specified meteorology.
- positive values less then time step size gives 100% nudging
- negative values gives 0.0% nudging (infinite relaxation time)
Default: 0.0

Does setting the met_rlx_time to 0 mean turning off meteorological data nudging?
