How are PFT fractions specified in FATES?

This is a follow up to a related question posted here, as the answer is still not clear to me. For FATES with use_fates_nocomp = .true. and use_fates_fixed_biogeog= .true. it is my understanding from the FATES technical notes that "each PFT is allotted a total fixed areas based on input dataset." But, as stated previously, the PFT indicies between CLM and FATES are different. So, what is determining PFT fractions in FATES in this mode? Is it fsurdat? What if I use a fsurdat with CLM PFT indicies? I dont see anything in the fates parameter file related to PFT fraction, and I dont see any FATES output variables that show actual PFT fractions used in the simulation.

Response from our FATES person: yes it's the surface dataset and they need to look at the parameter fates_hlm_pft_map for the mapping between the PFTs
