Hi, all,
I used to implement a forest cover map, for instance, forest layer from ESA, into landusetimeseries
by python, just manully calcuate the PCT_NAT_PFT and other PCT_xx change.

Not sure if there is other more formal way to obtain the goal from NCAR side,
like just put the forest layer into a place, then use some internal tools to process?

From searching the Forums (How to convert LUH2's landclasses to the landclasses needed by the CLM):
The mksurfdata tool takes data from our so called raw datasets and puts it into an fsurdat file for use later by the CLM.
Users are welcome to generate their own raw datasets, and have the mksurfdata tool point to them instead of to the default ones.

The Landuse Data Tool might be useful for creating the raw dataset(s) (THESIS CLM Land Use Data | Community Earth System Model). I would contact Peter Lawrence about that.
