Typical steps for regional case:
./create_newcase --case /glade/work/amans/cases/I2000Clm50BgcCrop_MRB_0.5_ctsm5.2.023_exp_baseflow --res nldas2_rnldas2_mnldas2 --compset I2000Clm50BgcCrop --run-unsupported
Add regional subsetted surface to fsurdat in user_nl_clm. Other relevant additions include limit_irrigation_if_rof_enabled and use_groundwater_irrigation among others.
Added custom datm streams to user_nl_datm_streams.
Xmlchanged LND_DOMAIN_MESH, ATM_DOMAIN_MESH, LND and ATM NX NY.
For global case:
./create_newcase --case /glade/work/amans/cases/I2000Clm50BgcCrop_ctsm5.2.023_global_test_sfc_irrig --res f09_g16 --compset I2000Clm50BgcCrop --run-unsupported

Describe your problem or question:
Using a ctsm5.2.023 checkout, my regional simulation over the Midwest United States show empty QIRRIG_FROM_SURFACE, VOLR, and VOLRMCH outputs. The same cases using a previous ctsm5.2.mksurfdat checkout (alpha-ctsm5.2.mksrf.23_ctsm5.1.dev171) had those outputs. I investigated for a global case using ctsm5.2.023, which also showed correct outputs over the Midwest US.
